New laws should address development of Hanoi

The majority of lawmakers advocate the need to issue a law with mechanisms and policies to facilitate the construction and development of Hanoi.


The law will be the legal grounds to build, manage and develop the capital, which will contribute to addressing actual matters facing the city and to setting the direction of its future, heard a National Assembly meeting last Saturday.


Many deputies asked the Compiling Board to take into account the city's unique features when redrafting the law.


Deputy Nguyen Ngoc Dao from Ha Noi said the original draft had failed to mention these features and the board needed to review it carefully.


Deputies Nguyen Thi Kha from the southern Tra Vinh Province and Le Van Hung from the northern Hung Yen Province said the board should use these features as the basis of the law.


"The board's arguments are not persuasive enough, many parts [of the draft] are quite general and some matters put forward are unfeasible," said Hung.


Another deputy from Hung Yen Province, Vu Thi Thu Ha, said there should be a thorough study and survey to build and announce a master plan for the development of the capital city.


These activities would provide an insight into how Ha Noi would look like in the future and what it would need for its development, said Ha.


Regarding the collection of transport related charges, Hung said higher tolls as well as higher fines for traffic violations in the inner-city were unfeasible, unfair and unrealistic.


Many deputies were also worried about the level of fines which are higher than the national average. Some questioned if it was because law enforcement in the city was worse than in other cities and provinces around the country.


Agreeing with the draft, deputy Dang Huyen Thai from Ha Noi said the higher fees would help the city develop public transport.


Another deputy from Hanoi, Nguyen Thi Nguyet Huong, said the increased traffictraffic problem. fees were not sufficient to address the


"To help ease the traffic density, there should be detailed planning for the removal of agencies, schools and hospitals from the inner-city," said Huong.
