Haiphong export Processing and Industrial Zones Authority (HEPIZA)

Hai Phong Export Processing and Industrial Zones (transaction name: HEPIZA) is an Authority established by the Government to directly manage industrial and export processing zones in Hai Phong area. Pursuant to various authorization decisions by Ministries, Central Agencies, City People's Committee and city's departments coordination regulations, HEPIZA manages industrial and export processing zones in Hai Phong according to "single point contact" mechanism in order to simplify bureaucratic procedures, save time and efforts, and cost for investors. HEPIZA execute key functions and duties in the shortest way as follows:  

• Provide Investors guidelines to prepare project document, receive, appraise project application document, grant, modify, withdraw investment licenses and monitor operation of foreign direct investment within export processing and industrial zones in Hai Phong (Duration 1-7 days, free of charge); Approve import-export plans and control trading activities of enterprises within export processing and industrial zones (Duration: within a day - free of charge);

• Issue Certificate of Origin Form D (within 2 hours, free of charge);

• Inspect, check the implementation of Investment License, processing contracts, service provision contracts, business contracts and solve disputes at the request of investors;

• Officially manage labor issues for enterprises operating in export processing and industrial zones in Hai Phong. Check, guide investors to implement provisions, regulations of Labour laws according to delegation from Ministry of Labors, Invalids, and Social Affairs.

• Introduce, supply labors at the investors' request (free of charge);

• Grant work permits to foreign workers to work in export processing and industrial zones in Hai Phong (Duration: within 7 days - free of charge);

• Manage the detailed master plan for export processing and industrial zones; Issue Certificate of registering for construction settlement and investment capital reports for projects within export processing and industrial zones;

• Manage services activities within export processing and industrial zones.

A.  Dinh Vu Industrial Zone

Brief introduction to the Industrial Zone with following details:

1. Distance to regional economic and transportation hubs:

• 5km from Hai Phong City's Center

• 2km from Hai Phong ports

• 12km from Cat Bi airport

• 8km from the central railways station, railways link to the site is in the international network Hai Phong - Ha Noi - Lao Cai - Con Minh (China)

• Adjacent to the end point of National road No. 5 which has been upgraded to 4 carriage-way road.

2. Technical infrastructure:

• Total land area: 982ha. Phase I: 164ha divided into 3 smaller locations, each location is planned to serve different industries. Area for petrol and chemical enterprises (petrochemical)

• Area for industrial enterprises producing products for agriculture

• Area for general industries (construction materials, metallurgy and metal milling...)

• A Complete internal road network: main road 68m, distributor roads 24m.

• Communication: 1,800 telephone lines.

• Power supply: from national power grid with the assistance of one power generator of 1,000 KVA

• Water supply: from the water treatment plant in the industrial zone, Capacity for the first phase: 10,000m2/ day and night

• Waste water treatment plant 40,000m2/ day and night

• Land rental rate: in the period of 2002 - 2004, Dinh Vu industrial zone shall offer special land rental conditions as follows:

Land rental rates could be negotiable between Dinh Vu Industrial zone and investors based on these factors: location of the plot, area of the plot, the project itself, utilities.

Special rate: Land rental rate could be as low as 20USD/ m2/45 years applicable to investors who would sign the land rental contracts during the period from July 2002 to June 2004 (applicable to plots within Zone III of Dinh Vu industrial zone).
