INDUSTRIES ENTITLED TO INVESTMENT INCENTIVES

Investment projects in the following industries are entitled to incentives:

      I. Forest planting; reforestation; planting of perennial trees on waste land, hills, bare mountains; reclamation; salt making; aquaculture in areas not yet exploited:

      1. Planting and preserving forests;

      2. Planting of perennial industrial trees and fruit trees on waste land, hills, bare mountains;

      3. Reclamation to serve production in agriculture, forestry, fishery;

      4. Production and refinery of salt;

      5. Raising, planting sea products in waters not yet exploited.

Re: Issuing some preferential policies to attract foreign  direct investment (FDI) to Danang City

THE PEOPLE'S COMMITTEE

- Pursuant to the Law on the Organization of People's Councils and People's Committees (amended) dated 21 June 1994;

- Pursuant to the 2000 Law on Foreign Investment in Vietnam; Decree No. 24/2000/ND-CP dated 31 July 2000 of the Government giving detailed provisions for implementation of the Law on Foreign Investment in Vietnam, and Decree No. 27/2003/ND-CP dated 19 March 2003 amending and supplementing some provisions of Decree No. 24/2000/ND-CP of the Government;

- Pursuant to Decree No. 164/2003/ND-CP dated 22 December 2003 of the Government giving detailed provisions for implementation of the Law on corporate income tax and relevant legal documents on foreign investment in Vietnam;

- Following the proposals of the Director of the Department of Planning and Investment and the head of the Secretariat of the Danang People's Council and People's Committee;

DONG NAI PROVINCE - DEVELOPMENT POTENTIALITIES

1- Processing industries for agricultural products and foodstuffs

These industries are well conditioned by abundant local raw materials and a large consumption market, at the same time they are beneficiaries of development investment incentives. So, for the period 1996 - 2000 they attained a growth of 12,8% per year, and in 2000 they accounted for 23,9% of the Province total industrial production. The main products of the industries in 2000 are raw and refined sugar, seasoning powder, manioc starch, cashew nuts, cashew nut rind oil, powder milk of all kinds, foodstuffs in form of powder, livestock peed, processed coffee, refreshing drinks, tobacco as raw material and cigarettes, confectionaries, fibred cotton, canned fruit juices, livestock and poultry slaughter...

SOME EFFECTIVE MEASURES TO BE TAKEN BY HANOI CITY TO CREATE AN ATTRACTIVE INVESTMENT ENVIRONMENT

1)     To upgrade the quality and efficiency of the foreign investment promotion:

•  Change of investment promotion from negative to positive, leading investors to the direction for social and economic development in Hanoi city, thus facilitating a sustainable economy.

• Upgrade the quality of promotion materials, to use web site for marketing the projects calling for foreign investment and introducing policies to encourage foreign investors.

•  Publish news papers, magazines, guide books, CD-ROM, video tapes, pictures; use them for investment promotion and introduction of Hanoi's potential.

•  Take initiative in cooperation with the Ministry for Planning and Investment, central and international agencies to organize forums on investment promotion in Vietnam and/or abroad, in financially potential countries and/or regions.

HAI PHONG PEOPLE'S COMMITTEE

• Based on the Law on organization of People's Council and People's Committee;

• Based on the Law on Foreign Investment in Vietnam dated 12 November 1996, the Law on Amendments of and Additions to a number of articles of the Law on Foreign Investment in Vietnam dated 9 June 2000 and Government Decree No. 24/2000/ND-CP dated 31 July 2000 making details regulations for implementation of the Law on Foreign Investment in Vietnam;

• Based on Government Resolution No. 09/2001/NQ-CP dated 28 August 2001 and Government Instruction No. 19/2001/CT-TTg dated 28 August 2001 on enhancing the attractiveness and raising effectiveness for foreign direct investment in the 2001-2005 period;

• Based on Decision No. 189/2000/QD-BTC dated 24 November 2000 by Minister of Finance on promulgating Regulation for rental of land, water surface, sea surface applicable to forms of foreign investment in Vietnam;

• Based on Resolution No 34/2002/NQ-HDND dated 11 January 2002 by Haiphong People's Council on a number of local preferential policies for encouraging Foreign Direct Investment in Haiphong;

• At the proposal of Director of Department of Planning and Investment of Haiphong (DPI) and Chairman of Haiphong Export Processing Zone and Industrial Zone Authority (HEPIZA);

Puplic transportation in Vietnam

There are 97 bus lines in central areas, in which there are about 2123 buses serving for public transportation and more than 3500 taxies. 

Railway transportation

For the time being, there are two main stations used for passengers and goods transportation in Ho Chi Minh City located in the last stop -point of the railway system of the North-South unification railway. Therefore, it's convenient in transportation goods from Ho Chi Minh City to the Middle and Northern provinces, and vice versa. These two stations also lead to China and the Russian Federation .
