INDUSTRIES ENTITLED TO INVESTMENT INCENTIVES
Investment projects in the following industries are entitled to incentives:
I.
Forest planting; reforestation; planting of perennial trees on waste
land, hills, bare mountains; reclamation; salt making; aquaculture in
areas not yet exploited:
1. Planting and preserving forests;
2. Planting of perennial industrial trees and fruit trees on waste land, hills, bare mountains;
3. Reclamation to serve production in agriculture, forestry, fishery;
4. Production and refinery of salt;
5. Raising, planting sea products in waters not yet exploited.
II. Building infrastructure, developing public transport; developments in education, training, health, national culture:
1.
New investments in or modernization of power plants, power
distribution, power transmission; building facilities that use solar
energy, wind energy, biogas.
2. Building water plants, water distribution to serve both residential and industrial purposes; building water drainage systems.
3.
New investments in or modernization of: bridges, roads, domestic water
ways, railways, airports, ports, stations, parking areas;
4.
Building infrastructure for concentrated residential zones in areas
listed in Appendixes B or C promulgated together with this Decree.
5.
Developing public transport: investments in means for railway
transport, ocean transport, passenger transport on land by vehicles of
17 seats or more, passenger transport on water by mechanical means.
6.
Investments to provide Internet connection services, Internet access
services, Internet application services in areas listed in Appendixes B
and C promulgated together with
7.
Opening semi-public, community and private schools at the following
levels: kindergartens, elementary and high schools, vocational schools,
colleges and universities.
8. Opening skill training schools for workers.
9.
Building museums, libraries, cultural houses, singing, dancing and
traditional music groups; manufacturing, fabricating and repairing
traditional music instruments; maintaining and preserving museums,
libraries, cultural houses.
10.
Opening community and private hospitals and clinics for diagnosing and
treating diseases, opening facilities to implement hygienic measures to
prevent and fight diseases; opening rescue centers to care for the
disabled, orphans, and elderly centers.
III. Export manufacturing and trade:
Manufacturing
and trading projects which have an export value of more than 50% of the
total value of goods manufactured and traded by the project in the
financial year.
IV.
Fishing offshore; processing agricultural, forestry, seafood products;
direct technical services for agriculture, forestry and fishery
production:
1. Catching sea products far away from shores;
2.
Processing agricultural products from domestic materials: processing
cattle and poultry,; processing and preserving vegetables and fruits;
producing oils, refined oils, fats from plants; producing liquid milk
and dairy products; producing raw starch; producing feeds for cattle,
poultry and aquaculture; producing bottled drinking water, canned
fruits.
3. Producing paper pulp, paper, cardboard, artificial boards directly from domestic agricultural and forestry materials.
4. Processing and preserving aquaculture products from domestic materials.
5.
Support services for the planting of agricultural plants, industrial
and forest trees; support services for animal raising; support services
for forestry; aquaculture services; animal protection services; species
breeding and hybridizing; preserving services for agricultural,
forestry and aquaculture products; building warehouses to preserve
agricultural, forestry and aquaculture products.
V.
Scientific research and technology development, scientific and
technological services; legal, investment, trade, business
administration consulting, intellectual property protection and
technology transfer:
1.
Investments in facilities and technical projects: laboratories and
experiment stations to apply new technologies in production; production
of new, rare and precious materials.
2. Investments to produce computers and software.
3. Providing the following services: informatics technology researches and training informatics technology personnel.
4.
Investments to produce semiconductors and electronic components;
manufacturing equipment for telecommunications, Internet; application
of new technologies to telecommunications equipment.
5.
Application of high technologies; application of new bio-technologies
in health services, production of new species of plants and animals,
bio fertilizers, bio pesticides, animal vaccines; collection of wastes,
treatment of wastes, environmental pollution treatment, recycling of
waste materials.
6.
Application of technologies to use or to manufacture equipment that use
bio energies, energies from win, the sun, geo heat, tidal waves.
7.
Legal, investment, trade, business administration consulting, science
and technology consulting; intellectual property protection and
technology transfer.
VI. Other industries:
1.
Planting sugarcanes, cotton, tea to serve processing industries;
planting of medical herbs, producing plant and animal species.
2. Producing children's toys; fabric weaving, textile product finishing; producing yarns; tanning and processing leather.
3.
Animal husbandry and aquaculture raising in accordance with
agro-business restructuring programs of the scale of plantations or
more.
4. Producing basic chemicals, pure chemicals, specialized chemicals, dye stuff.
5.
Investments to produce: human medicines; medical equipment, shape
adjusting tools, specialized vehicles and tools for the disabled;
building warehouses for medicine preservation; storing of human
medicines to be used in floods, storms, natural calamities, dangerous
diseases; plant protection stuffs, medicines for animals and
aquaculture produces.
6.
Investments to produce: high and medium voltage electrical parts;
diesel engines; equipment and parts for transport vessels, fishing
vessels; equipment, parts and tools for agriculture and forestry;
foodstuff processing equipment; equipment for textile and garment
industries; equipment for the leather industry; mining equipment;
construction equipment, industrial robots, train engines, wagons; cars
and car parts; generators; precise mechanical equipment; safety control
equipment; metal and non-metal moulds; building and repairing vessels
and boats; manufacturing waste treatment equipment; other focused
industrial products as per decisions of the Prime Minister in each
period of time.
7.
Producing high class steel, alloys, colored metals, rare and precious
metals; producing specialized cements, sound-proof materials,
electrical and thermal insulation materials, wood replacement
materials, construction elastic materials, fiberglass, refractory,
coke, activated coals; producing fertilizers.
8.
Producing traditional handicrafts: carving, shell engraving, lacquer,
stone sculpture, wicker, bamboo and rattan products, carpet weaving,
silk weaving, mountainous fabric weaving, embroidery; ceramics,
copperware, special paper.
9.
Building markets of 1st grade, exhibition zones; trade promotion
centers; security trading; capital mobilization and capital lending by
people's credit funds.
10. Marine, air, railroad, land and domestic waterway services.
11.
Investments in national tourist zones, eco parks; national gardens;
cultural parks, covering sports, entertainment and recreation
activities.
12.
Investments and trades in industrial zone infrastructure, export
processing zones, high-tech zones. High-tech manufacturing, processing
and services in industrial zones, export processing zones, hi-tech
zones, small and medium sized industrial parks and zones.
13. Investments in the forms of BOT, BTO and BT.
